SPC's annual governance meeting will be hosted by the Kingdom of Tonga
This year, the 55th Meeting of the Committee of Representatives of Governments and Administrations (CRGA) and the 14th Conference of the Pacific Community, will be hosted by the Kingdom of Tonga, from 14 to 17 October 2025, in the capital city of Nukuʻalofa.
These high-level meetings are critical gatherings for the 27 member countries and territories that govern SPC, bringing together government officials, ministers and heads of governments and administrations to review the SPC's work, share regional priorities and set the strategic direction of the organisation for the year ahead.
Tonga’s role as host underscores its commitment to regional cooperation and leadership. The 2025 meetings will be a unique opportunity for Members to come together in person, build consensus on key issues and engage with SPC’s technical and strategic priorities. This year’s Conference will also mark a significant milestone for SPC as Members appoint a new Director-General to the organisation from 2026 and beyond.

This theme embodies our connection to our past and heritage, it reflects on how far the Pacific region has come, uniting to build a regional architecture that supports national and regional development and aspirations. It recalls the spirit of Pacific regionalism and solidarity established by our forebearers, reminding us of our strength in diversity and the importance of this legacy as we chart the future of the Blue Pacific Continent.
At the same time, it acknowledges the shifting global and regional development landscape, and the significant challenges confronting our Pacific Island nations today, the impact of climate change, the imperative for a just transition to a low-carbon future, the rise of artificial intelligence and the persistent challenges in equitable access to education, health, and natural resources.
These realities reinforce the urgency of building a resilient future—one that safeguards our peoples' wellbeing, strengthens our systems and sustains our shared Pacific identity.
About the logo
CRGA 55 and the 14th Conference in Tonga aims to foster a connection between tradition and progress, celebrating a Pasifiki committed towards a sustainable future. It represents a collective vision to unify people.
The logo consists of the sacred heilala flower, with its four red petals, using the kupesi system of repetition. This forms a sophisticated geometric pattern, similar to the traditional woven Ngatu cloth—one of the finest outputs from a working hand.
The Ngatu is a timeless Tongan treasure that crafts ancestral stories and today remains a symbolic of prestige, traditional and cultural wealth. Shaped through countless hours of bare-handed labour, the process of ngatu-making is a living metaphor for unity, storytelling and shared cultural identity.
The symbolism of the 14th Conference logo aligns with the theme, reflecting a deep connection to Pacific identity, heritage and resilience.
The importance of SPC's CRGA and Conference
What is the Conference of the Pacific Community?
The Conference of the Pacific Community is SPC’s main governing body. It is a Ministerial or Pacific Leader level meeting of all 27 SPC member countries and territories. This meeting ensures that SPC's work is driven by the needs of Pacific Island countries and territories.
It meets every two years, and according to the Pacific Community Governance Arrangement, it is responsible for the following:
- Establishing the high-level strategic orientation of SPC, including adopting SPC’s strategic plan
- Appointing or renewing the Director-General
- Considering major national, regional and international policy issues related to SPC’s mandate of sustainable development through science, knowledge and innovation
- Approval of new Members and/or Permanent Observers
As the Conference meets every two years, it has delegated responsibility to SPC’s Committee of Representatives of Governments and Administrations (CRGA). CRGA convenes once a year at the Senior Officials level and is supported in its work by the CRGA Subcommittee for the Strategic Plan, which meets throughout the year to support SPC's operational work for and alongside Member states.
The Conference of the Pacific Community originates from SPC's founding treaty, the 'Agreement establishing the South Pacific Commission' (also known as the 'Canberra Agreement') signed in Canberra on 6 February 1947.
What is CRGA?
The Committee of Representatives of Governments and Administrations meets every year and is responsible for:
- Monitoring the implementation of SPC’s strategic plan
- Adopting SPC’s annual budget and considering internal and external audit findings
- Providing governance oversight to the Secretariat
- Approving changes to SPC’s financial and staff regulations
- Assisting the Conference of the Pacific Community with the appointment and performance evaluations of the Director-General
CRGA also oversees three subcommittees that assist it in its work: the CRGA Subcommittee for the Strategic Plan, the Pacific Board for Educational Quality Subcommittee and the Audit and Risk Committee.

These meetings ensure that SPC is meaningfully member-led and governed by and for Pacific Island countries and territories. Good governance is central to SPC's work and underpins stakeholder confidence, integrity and efficiency, enabling the organisation to build a better sustainable future for all its stakeholders. Our Members support the direction of SPC and ensure that we are working to best support national priorities and regional actions, driving a prosperous Pacific region for all.
